Place water and Vegi Soup Mix in a medium soup pot and bring to a simmer over medium-high heat. Reduce heat to medium-low and simmer for 30 minutes.
Add carrots, celery, onion, and salt and simmer until grains and vegetables are tender, about 30 additional minutes, then add milk.
Place flour in a small bowl. Slowly add 1 cup of warm soup broth to the flour, whisking continuously, until a smooth and thick mixture, free of lumps, forms. Add this mixture back into the warm soup and stir until thickened, about 5 minutes. Serve immediately.
